Hoppet – an innovation program for circular and climate-neutral construction

Hoppet is a hands-on initiative designed to drive innovation, build knowledge, and create better conditions for circular and climate-neutral construction. The City Premises Administration is one of Sweden’s largest property developers. We aim to challenge the status quo and lead the way toward a more circular and climate-neutral building sector.

The long-term goal for the City of Gothenburg is to reduce greenhouse gas emissions from construction by at least 90% by 2030. The first milestone was to build a preschool using fossil-free materials and methods as far as possible – from raw materials to the construction site and through to property management.

Construction of the first Hoppet pilot project was completed in 2021, the same year Gothenburg celebrated its 400th anniversary. The preschool was selected as one of Sweden’s top four examples of wooden buildings and was showcased in the Swedish Pavilion at World Expo 2020 in Dubai.

Since then, the City Premises Administration has raised the minimum climate requirements in all projects and has launched more than 50 initiatives aiming to further reduce climate impact. Starting in 2025, all new buildings and extensions over 500 square meters must stay below a set maximum level of greenhouse gas emissions from construction. At the same time, the City Premises Administration strives to meet the city’s needs by reusing and adapting existing buildings whenever possible.
